IP addresses can be misleading. There’s really no way to know if someone has hidden their IP or not. I use a VPN called SurfEasy and it allows me to choose whatever location I want my IP to show from. There is not a message that pops up telling you “VPN WAS USED!!” when you look it up.. Furthermore if someone is posting from a cellular network, that IP is constantly changing thus making it very difficult to properly trace.
